Eligibility criteria:
- Age Range: Applicants must be between 18 to 40 years old at the commencement of their studies.
- Work Experience: Relevant work experience is required for postgraduate applicants or recent high school graduates. One year of full-time work experience or two years of part-time work experience is accepted.
- New Zealand Student Visa: Applicants must fulfill the requirements for a New Zealand Student visa.
- Course Prerequisites: All course prerequisites must be met before applying for the scholarship.
- University Acceptance: Applicants must secure an offer or acceptance from a New Zealand university.
- PhD Applicants: PhD applicants should seek and email potential supervisors at New Zealand universities early in the application process. Evidence of supervisor engagement may be required during the interview stage.
- English Proficiency: Proof of English proficiency is necessary if awarded the scholarship. Different English language test scores are required depending on the level of study (postgraduate or undergraduate), with minimum score requirements specified by the respective universities.
- PhD Research Proposal: PhD applicants need to submit a research proposal as part of their application.
- General Level of English: While specific English proficiency requirements vary by institution and course, generally, for postgraduate study, applicants must achieve an overall IELTS score of 6.5 or equivalent, and for undergraduate study, an overall IELTS score of 6.0 or equivalent. These scores may vary depending on the institution and course requirements.
- Shortlisted Applicants: English language test scores are not required during the initial application but may be requested for shortlisted candidates during the selection process.

- Certified copy of degree graduation certificate, accompanied by a certified translation if not in English.
- Certified copy of academic transcripts, along with a certified translation if not in English.
- Certified copy of citizenship document.
- Certified copy of a birth certificate, supplemented by a certified translation if not in English.
- Curriculum vitae (CV).
- Referee reports, including at least one academic and one other reference.
- Certified copy of English language test results.
- Evidence of in-principle support from a potential PhD supervisor.
- Health Certificate.

The Manaaki New Zealand Government Scholarships cater to students from specific regions, offering a diverse range of courses for the 2024-2025 academic year:
- Pacific Countries: Students from Pacific countries, including Federated States of Micronesia, Fiji (postgraduate only), Kiribati, Marshall Islands, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu, can pursue undergraduate degrees, postgraduate certificates, postgraduate diplomas, master’s degrees, and Ph.D. programs.
- Asian Countries: Students from Asian countries such as Cambodia, Indonesia, Jordan, Lao PDR, Malaysia, Mongolia, Myanmar*, Nepal, Philippines, Thailand, Timor-Leste, Vietnam, India, Sri Lanka, Pakistan, Bangladesh, and Maldives, have the opportunity to enroll in postgraduate certificates, postgraduate diplomas, master’s degrees, and Ph.D. programs.
- African Countries: African countries, including Algeria, Angola, Botswana, Cameroon, Djibouti, Eswatini (formerly Swaziland), Egypt, Ethiopia, Ghana, Kenya, Lesotho, Malawi, Mauritius, Morocco, Mozambique, Namibia, Nigeria, Rwanda, Senegal, Sierra Leone, South Africa, Tanzania, Tunisia, Uganda, Zambia, and Zimbabwe, offer postgraduate certificates, postgraduate diplomas, master’s degrees, and Ph.D. programs.
- Caribbean: In the Caribbean, which includes Belize, Dominica, Grenada, Guyana, Haiti, Jamaica, St Lucia, St Vincent and the Grenadines, and Suriname, students can pursue postgraduate certificates, postgraduate diplomas, master’s degrees, and Ph.D. programs.
- Latin American Countries: Latin American countries like Argentina, Bolivia, Brazil, Colombia, Costa Rica, Cuba, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, and Venezuela offer postgraduate certificates, postgraduate diplomas, master’s degrees, and Ph.D. programs.
